This painting was really fun freelance project of a sci-fi cityscape floating around on giant panels, had to do a little research on what an Oneill Cylinder was because I never heard of it and I am a huge fan of sci-fi. Love getting lost in these worlds.

This is beautiful.  I think I like your cylinder more than the Bioware's.  The inclusion of artificial lakes and topography is something I always thought was missing from the Citadel.

Because the Citadel IS an Oniell Cylander which is a theorized self sustained massive city that would be rotating for gravity and floating along in space with panels for city along with water etc. An old idea from the 70's and was used in Gundam along with Mass Effect and other sci-fi inspired projects. :]

Well although I just copied and pasted the artistīs reply to some one else and am probably not the one you actually wanted to ask,yes,this would be possible as far as I know,at least the guy who came up with idea was a physicist,so we can assume he had qiuite a good idea of what heīs talkin about.
An OīNeill cylinder however would exceed the construction cost he originally expected by far and is so expensive that itīs not very likely that such thing will be built before the task of  building  a spacelift is completed,if at all.
